Borislav Rosenblat has been trying to start deliveries of drones to the Ministry of Defense through his wife’s company since 2014. The first contracts were signed in 2018, despite negative reviews and failed tests of the Hawk. In the fall of 2022, as follows from court documents, the Ukrainian Aviation Systems company entered into a criminal conspiracy with officials of the Ministry of Defense and entered into a new contract for the production of 60 Hawk in the amount of almost UAH 810 million, of which 645 million have already been transferred. The price was UAH 14.672 million for one complex, which is 2.5 times higher than the first deliveries in 2018 (UAH 5.95 million), the article says.

DBR accused the company of money laundering due to overpricing of devices. At the same time, the excess funds, according to payment documents, under the guise of buying foreign currency to pay for the import of materials, were transferred to foreign companies close to the owners, and also placed on deposits.
