Decree of the Cabinet of Ministers No. 601 of June 13, 2023 came into force, which approved a pilot project to simplify the receipt of housing subsidies for the population.
What are the innovations, explained in the “Legal Adviser for IDPs”:
“A simplified application for a housing subsidy has been introduced. A person wishing to receive such a subsidy submits only an application in the prescribed form without adding documents to it through: the FSP web portal; PFC mobile application; Portal Action; TsNAP; executive bodies of local councils
The FSP verifies the information specified in the application through an automated exchange of information from state registers and databases (for example, confirmation of the applicant’s data through the State Migration Service, marital status through the Ministry of Justice, etc.). Within 10 working days, the FSP checks households for compliance with the requirements for the assignment of a housing subsidy and independently generates a complete application and declaration form for each household. Based on the results of consideration of the simplified application, the FSP makes a decision on the appointment and amount of the housing subsidy or on the refusal to assign it.
Notification of appointment/denial of appointment is carried out in the manner specified by the applicant in the application itself. In case of refusal to assign a subsidy, the applicant has 14 days to refute / supplement information from official sources. After verifying the facts set out in the revised documents of the applicant, the FSP may change its decision to a positive one.
In addition, the criteria for receiving subsidies for foster families and families with many children, in which three or more children live at the beginning of the month from which the subsidy is assigned, as well as families that include a person with a disability, have been simplified.
So, when assigning a housing subsidy, the presence of cars in such families will not be taken into account, since for such families these vehicles are a vital thing.
The total income of households will not include the income of family members who are abroad for more than 60 days. This is expected to make it easier for families living in Ukraine and family members abroad to receive the subsidy. The current mechanism for calculating and paying housing subsidies and benefits for paying utility bills to persons whose housing is located in a zone of active hostilities or under occupation has been extended for a year. In such cases, the accrual is made in accordance with the data available in the registers of recipients of the Unified Information System for the Social Sphere, and the funds are credited to a bank card.
