IDPs will begin to cancel payments from August 1: who does this concern and what is important to know

In July, the government made a number of decisions on payments to internally displaced persons. In particular, the physical identification of pensioners and recipients of social (targeted) assistance from among the IDPs is being resumed.

According to the Ministry of Social Policy, the changes also apply to the payment of a living allowance for IDPs - now more than 2.6 million people receive it.

All IDPs living in Ukraine and receiving assistance now, from August 1, 2023, their payment will be automatically extended for another six months - until the end of January 2024. This is 2,000 per person and 3,000 for children and people with disabilities.

Payments will not continue to individuals who:

  • are abroad for more than 30 calendar days in a row without justified reasons, documented (reasonable are the reasons when a person was on a business trip or on an internship, was on treatment or rehabilitation, looked after a sick child, improved a child, etc.);

  • returned to the previously abandoned place of residence.

  • are serving sentences in places of deprivation of liberty or have been convicted of collaborationism.

From September 1, assistance is extended for those citizens whose property status needs such support, and does not continue for citizens whose property status allows them to make significant expenses without state assistance.

It will not continue for those migrants who:

  • purchased a new vehicle (less than 5 years have passed since the year of manufacture), except for cars purchased by volunteers and transferred to the needs of the country’s defense;

  • purchased for more than 100 thousand UAH. land, apartment, building (except for housing received at the expense of the state or local budget);

  • have funds in a deposit bank account in the total amount of more than UAH 100,000;

  • purchased foreign currency (except for currency received from charitable organizations or purchased to pay for medical, social, educational services), as well as banking metals for a total amount of more than UAH 100,000;

  • own housing located in territories other than those where active (possible) hostilities are taking place or occupied, if such housing has an area of ​​more than 13.65 m² per family member.

“If, based on the results of the verification of recipients through state registries, a decision is made to terminate assistance, the citizen will be notified about this. In case of disagreement, he can appeal such a decision of the social security authority or, possibly, provide supporting documents and continue to receive payments, ” - noted in the ministry.

The government decree also allows internally displaced persons who have had children after displacement to receive assistance. This will solve the problem that arose with the receipt of assistance for children born in IDPs after displacement and, accordingly, their registered place of residence coincided with the place where the displaced parents moved.

Payments of assistance to internally displaced persons will be made on the 15th and 28th of each month.

“Please note that for internally displaced persons applying for assistance for the first time on August 1, 2023, assistance will be assigned for six months, per family, and will be paid monthly to one of the family members per each family member,” - noted in the Ministry of Social Policy.

It can be assigned to the family for another 1 six-month period if the family has:

  • children with disabilities

  • caregivers of a person with a disability,

  • persons of retirement age,

  • having three or more children under the age of 18

  • minors and young children arriving without a legal representative,

  • if the total income per family member does not exceed 4 living wages.

But assistance will not be granted if, within three months before applying, a family member made significant expenses or paid for services in the amount of UAH 100,000 or more. in one payment. Criteria for significant costs are given above.
