You can get 5,000 hryvnias at a time: what financial assistance is provided to victims of the explosion of the Kakhovskaya hydroelectric power station

After the tragedy at the Kakhovskaya HPP, residents of flooded areas need additional support, so the Cabinet of Ministers adopted Resolution No. 626 of June 19, 2023, which provides for the procedure for providing material financial assistance. How to get it and in what quantity the answer was given in the “Legal Advisor for IDPs”:

“Persons who at the time of the explosion of the dam of the Kakhovskaya hydroelectric power station lived / registered / declared in settlements located in the areas of flooding of the Nikolaev and Kherson regions can count on help. As well as persons who, after June 06, 2023, moved from the temporarily occupied territories of Mykolaiv and Kherson regions, located in areas of flooding. However, persons who, as of June 5, 2023, were registered as recipients of IDP living allowances in settlements that were not affected by flooding, cannot apply for payments.

To receive assistance, you can apply personally to the social protection authority with a package of documents at the place of actual residence or “centrally” through the head of the rural, city military administration or a person authorized by him, the headman, who will transfer your package of documents to the social protection authority. There is currently no option to apply online.

Required documents: application, identity document or document; RNOKPP (except for persons who officially refused to accept it); birth certificate of the child, including e-certificate. Information about a minor child is included in the application of a parent belonging to the affected population.

“In case of loss by a person of documents, their copies (scanned copies / photocopies) can be presented or information from the Unified State Demographic Register and other state information resources is used. The decision on the provision/non-provision of assistance shall be made by the authorized body within 10 working days from the date of submission of the application. If a person is limited in mobility and cannot independently get to the authorized body, then he can submit a package of documents through representatives of local authorities or an authorized person, and also receive funds with home delivery.”

In order to confirm the fact of residence in the areas of flooding of the Nikolaev and Kherson regions “without registration”, the employees of the Regional State Administration will form a commission that, on the basis of the evidence provided, will assess the reliability of the information provided and confirm the fact of residence / non-residence of the victim in the relevant territory: a military ID with information about the military services; work book with records of labor activity; a document confirming the ownership of movable or immovable property; document on education (certificate of basic general secondary education, certificate of complete general secondary education, document on vocational education, document on higher education (scientific degree), certificate from the place of study); the decision of the district state administration, the executive body of the city or district in the city (if formed) council on the placement of the child in a children’s institution, in a foster family, a family-type orphanage, the establishment of guardianship or guardianship; documents of healthcare institutions; housing (lease) agreement, etc.

The deadline for applying for assistance is August 31, 2023. You can get 5,000 hryvnia per victim at a time. The victims can also receive UAH 6,600 from the UN International Organization for Migration.
