Ukrainians who are under Russian occupation and continue to use the services of Naftogaz can transmit meter readings and pay for gas in several ways, Apostrophe writes.
Thus, the majority of Ukrainians living in the occupied territories of Ukraine - in parts of Kherson, Zaporozhye, Kharkiv, Donetsk and Luhansk regions - continue to receive Ukrainian gas from Naftogaz. The Russian invaders have nothing to do with the provision of these services, although they claim otherwise.
If the occupation administrations report that you can not pay for gas or offer to pay only in rubles and “their” companies, then you should try to ignore these “recommendations” if this does not pose a threat to life and health.
It is necessary to pay Naftogaz for gas supply to residents of the occupied territories, but only if possible. You can do it now or after the de-occupation. The company advises to record meter readings and take into account consumption in order to pay correctly, as well as to keep receipts of paid bills in order to avoid possible additional questions about payment in the future.
If it is possible to pay for gas, then this can be done in one of the following ways:
• transfer the personal account number to a close person residing in the territory controlled by Ukraine;
• through the personal account my.gas.ua;
• through the GASUA chat bot in Viber, Telegram or Facebook messenger;
• through payment systems Portmone, EasyPay, Privat24, iPay, Apple Pay, Google Pay;
• through the websites of banks and their mobile applications;
• through cash desks in bank branches or Ukrposhta.
You can also send counter values in different ways:
• directly at the regional gas office;
• through boxes for transmission of indicators of gas meters located around the city;
• through supervisors visiting clients’ households;
• through relatives/friends who have access to chat bots or the oblgaz phone.
After de-occupation, residents can freely update their indicators and account status without a visit to the service department. If the gas continues to flow, then you just need to continue to pay receipts for it in the usual way. If there is no mobile connection and the Internet, you can pay the receipts in person at the branches of banks or Ukrposhta.
If the gas pipes to the household are destroyed, it is necessary to submit an application from the oblgas with a request to resume gas supply and recalculate for the period when gas was not delivered due to damage.
If Russian invaders lived in the house, then there may be a debt for the consumption of not only gas, but also electricity, water, etc. So far, there is no official algorithm of actions in such cases, but industry experts advise contacting one of these institutions:
• to local authorities. Report the fact and terms of residence of the invaders in the house;
• to the department of social protection or to the department of housing and communal services and the fuel and energy complex of the military-civilian administration. Provide them with all the facts about the management of the occupants in the house;
• to Gorgaz or Oblgaz. Provide them with meter readings before the appearance of the Russian military in the house and after the de-occupation.
To help resolve this situation and not pay the debt, an IDP certificate confirming that the citizen did not temporarily live at the appropriate address can help.
As wrote, residents of the Kiev region have recently received massive “pre-trial warnings” from “Kievoblgaz sales” due to unconfirmed debts.
