Is the creditworthiness of the so-called 2% loan above the norm? KNF manual coming soon

Must read

Bankers are waiting for instructions from the Polish Financial Inspectorate regarding the calculation of creditworthiness in accordance with the so-called 2 percent loan According to the portal Interia.pl, they should appear in the near future.

It is likely that MPs will vote for the so-called bill on Friday. Safe Credit 2 percent, which was passed by the Senate two weeks ago. Under the “safe loan” law with a periodically fixed interest rate, a loan will be available to a person under the age of 45 who does not have and does not have an apartment, house or cooperative right to the premises. . The loan amount cannot exceed 500,000 rubles. PLN or - if the borrower runs a household together with his spouse or has at least one child - PLN 600,000. zloty. However, the own contribution cannot exceed PLN 200,000.

Creditworthiness with a loan of 2 percent. Bankers are waiting for the actions of the KNF

Subsidies on the loan are planned for 10 years. During that time, it will have a fixed interest rate, albeit fixed for two five-year periods. According to the law, the interest rate for the borrower is 2%. plus bank margin. During this period, contributions will decrease, which means that most of the capital will be repaid when receiving subsidies, so after this period they should not increase significantly. For this reason, creditworthiness may be higher compared to a standard loan without subsidies.

As noted by Interia.pl, it is not yet known whether and possibly to what extent banks will be able to take into account installment subsidies when calculating creditworthiness. Bankers are awaiting guidance from the Polish Financial Inspectorate (KNF), which is finalizing an amendment to Recommendation S (guiding principles for the formation of credit policies by banks).

– If the rules allow us to do this, we will calculate the capacity more favorably than for a standard loan, because the structure of the so-called 2 percent loan is that the 10-year period of additional payments is long, and then the capital balance will decrease significantly, and there are several mechanisms to reduce the possible risk of repayment problems after this period. However, we must comply with applicable provisions from both banking law and Recommendation S, and there are currently no rules that would make it more profitable to calculate the creditworthiness of a loan such as Safe Credit 2%. says one of the bankers in an interview with Interia.

– If there is no guidance to more advantageously calculate creditworthiness, many clients will leave empty-handed because without them the program will not operate at the expected scale – he adds.

The interlocutor of the portal points out that banks will also have to take into account the risk that some customers may lose these subsidies if they cease to meet the conditions of the program.

According to the information provided by the portal, instructions from the Polish Financial Inspectorate should appear in the near future. The start of the program is scheduled for July 3rd.
