In Poland, which strongly supported Ukraine during the war, the conditions for granting certain categories of Ukrainian refugees the Beaten Card (Pobytu Card) were simplified.
The pobytu card is a document issued by the Polish authorities proving the identity of the holder during his stay in Poland. It grants a temporary or permanent residence permit on the territory of the Republic of Poland, thanks to which a migrant can cross the border multiple times without additional obtaining a visa and enjoy most of the basic civil rights.
In order to start the procedure for issuing a Battered Card, a foreigner must first of all apply to the department for foreigners in the voivodship office at the place of residence and submit a package of documents:
- an application (its form will depend on the type of the requested card);
- four photographs 3.5 × 4.5 cm;
- original and copies of the passport;
- a document confirming the existence of grounds for obtaining a card (for example, a certificate from an educational institution, a marriage certificate with a citizen of Poland or a Pole’s Card);
- a document confirming temporary registration (for issuing a temporary residence card);
- Documents confirming solvency (certificate from the bank, tax or work);
- receipt of payment of stamp duty.
The application form can be obtained from the department for foreigners in the voivodship office of the place of residence or downloaded from the government website.
The candidate must fill out the questionnaire in two copies. In some cases, the list of documents may require medical insurance and a document confirming that the candidate has a place of residence (lease or purchase agreement for an apartment).
When filling out an application for a temporary or permanent residence card, please note that any amendments to the application form are prohibited. It must be completed legibly, in block letters and exclusively in Polish.
In order to apply using the case service module, you need to:
- go to the website using this link: cizoziemcy.gov.pl/ru;
- fill out online application forms for obtaining a temporary residence permit in Poland and send them;
- print, sign and submit during a personal visit to the Voivodeship Office.
This procedure will greatly facilitate the process of obtaining a temporary residence permit in Poland.
As early as April 1, 2023, Ukrainian refugees will be able to apply for a Battered Card. While this can be done on the following grounds:
– official employment in Poland.
- Carrying out official business activities on the territory of Poland.
- the presence of a Blue Card - mainly its IT workers, scientists of natural and applied sciences, energy, doctors, teachers with a scientific degree, designers, architects, etc.
As for unemployed refugees, they will also be able to stay on the territory of Poland until at least August 2023 on the basis of temporary protection. And the Polish authorities have already declared their readiness to extend this period, regardless of the current situation in Ukraine at that time.
But how such categories of refugees will receive permission for further stay is unknown.
