Every year there is a growing group of people who, despite reaching retirement age, do not have the right to even a minimum pension. The Ministry of Labor has an idea on how to deal with this. However, this is debatable.
On March 1, that is, this Friday, the indexation of pensions and pensions will take place. This year, benefits will increase by 12.12 percent. According to the Ministry of Family, Labor and Social Policy, the minimum pension and total disability pension, survivor’s pension and social pension will amount to PLN 1,780.96 (currently PLN 1,588.44).
Minimum pension for everyone?
Meanwhile, the number of people receiving a pension below the minimum is growing every year. Data from the Social Insurance Institute (ZUS), presented a few months ago by the website konkret24.tvn24.pl, show that at the end of 2022 there were 365.3 thousand. people, while at the end of 2020 it was 310 thousand. people, and in 2011 only 24 thousand people. It is estimated that by 2030, more than half a million people of retirement age will not be entitled to a minimum pension.
Meanwhile, as Money.pl found out, the Ministry of Family, Labor and Social Policy is studying the idea of increasing the so-called penny pension to the level of the minimum pension. Among other things, this had to be formulated and tested. communities cooperating with the ministry within the framework of the Social Dialogue Council.
Experts criticize this idea. – I think it’s a bad idea to increase penny pensions to a minimum. Why should a person who receives a few kopecks of pension, who has accumulated one or two contributions during his life, receive the same pension as people with minimal experience, i.e. 20 years of contributions for women and 25 years for men. Proposals of this type violate basic social justice. comments in an interview with prof. Agnieszka Chlon-Domińczak, Vice-Rector for Science at SGH, was until recently the favorite to become president of ZUS.
According to the expert, a fairer solution would be the idea promoted by ZUS to pay the minimum pension once rather than monthly.
Let us remind you that in accordance with Art. 87 of the Law on Pensions and Annuities from the Social Insurance Fund, in order to receive the minimum pension in the case of men, you must be at least 65 years old and have at least 25 years of insurance and non-insurance experience. , and in the case of women, you must be at least 60 years old and have at least twenty years of experience paying and not paying contributions. If these conditions are not met, a pension below the minimum is accrued.
